This is a reprint of the very popular Avalon Hill version from 1996 using the popular card driven system to recount the Second Punic War. Players use strategic level cards for multiple purposes: moving generals, levying new troops, reinforcing existing armies, gaining political control and more. When two armies meet on the battlefield, a second set of cards, called Battle Cards, are used to determine the victor. This is not a wargame, but a a game about political control of the Western Mediterranean where the winner will be the player who best uses their resources to control the political map at game end.
