Streets of New Capenna Standard Set Review: White and Blue

Today is an exciting day as it marks the day I start my Streets of New Capenna set review! Today we will go over the Blue and White cards from Streets of New Capenna! Let's see what this multicolored set has to offer! But before we start, let us go over how I'll be doing this set review.

I will not be going over cards that I believe will not see play in Standard and I will not be going over the Commander cards that will not see Standard play. For example, cards like Angelic Observer and Ballroom Brawlers will be omitted since they are just Limited cards and saying, "This is just a Limited card" repeatedly gets old rather fast. Do not worry though, I will be covering all the rare and mythic cards in the actual Streets of New Capenna. So, if you like a certain rare or mythic, it will be mentioned in the review.

Keep in mind I'm rating all these cards for Standard playability. I will mention Modern applications if I believe the card has some.

Each card will be listed by color, then alphabetically by name.

Each card will be given a rating of 1-5. If a card would receive a 0, meaning it will see no play in that format ever, its rating is left off the list.

Rating | Explanation | Standard Examples

0 - Will never see play in this format (0 ratings are not listed).

1 - Unlikely to see play. (Divine Gambit)

2 - Could see fringe play, or occasional sideboard card. (Disdainful Stroke, Annul, Candletrap, Shadows' Verdict)

3 - Commonly played, staple in a single deck, or frequent play in several decks. (Righteous Valkyrie, Behold the Multiverse, Farewell)

4 - Format staples. Sees play in multiple decks, one of the best cards in the format. (Esika's Chariot, Elite Spellbinder, The Wandering Emperor)

5 - Format warping. If you are in these colors, you play that card or keep that card in mind when building decks. (Thalia, Guardian of Thraben, Hullbreaker Horror)

Now that we have that out of the way, let's begin!

White

Boon of Safety
Boon of Safety - 2.5 - A different Gods Willing. It does not give your creature protection from a color, but it does give Shield counter, and if you have a card like Feather out, you can stack multiple instances of Shield!
Citizen's Crowbar
Citizen's Crowbar - 2 - Very similar to Outland Liberator // Frenzied Trapbreaker, but for White. It cannot transform and get free enchantments and artifacts but you can also sacrifice it and the 1/1 sticks around. The biggest drawback is you'll have to wait a turn, but that shouldn't be too bad since this is a 2-drop creature.
Depopulate
Depopulate - 3 - Worse Doomskar overall, but it will see some play alongside Doomskar depending on how the meta turns out. Will be the go-to wrath for White come rotation.
Elspeth Resplendent
Elspeth Resplendent - 4 - Just another solid 5-drop planeswalker. Except this time for midrange decks or the top end of an aggressive deck. Elspeth protects herself, provides card advantage and can really snowball in a creature-on-creature matchup.
Extraction Specialist
Extraction Specialist - 3 - White already has so many solid 3-drops, Extraction Specialist is just another to add to the list. Great in aggressive decks and grindy decks brining back things like Professor of Symbology and Eye Twitch.
Giada, Font of Hope
Giada, Font of Hope - 4 - This is the best tribal lord I have ever seen. If angel tribal is not playable, it is not because of this card but rather just not having enough angel support. This card is amazing!
Halo Fountain
Halo Fountain - 2.5 - Interesting card in a deck like Orzhov or Esper Midrange. It is overall worse than Wedding Announcement // Wedding Festivity in those decks but it is still a solid grind card and works well with Wedding Announcement.
Illuminator Virtuoso
Illuminator Virtuoso - 3 - Great for a magecraft type deck where you are trying to play small spells to grow and protect your creatures. Virtuoso can easily close out a game if a player untaps with it and it can connect.
Inspiring Overseer
Inspiring Overseer - 2.5 - Cloudkin Seer plus gain one life is not a great upgrade but Inspiring Overseer has relevant creature types in Angel and Cleric. Because of its creature types, I believe the Overseer will see play.
Knockout Blow
Knockout Blow - 2 - Super solid sideboard card against aggressive Red decks, not much else to really say. The life gain is huge!
Mysterious Limousine
Mysterious Limousine - 1 - 5 mana for basically a Skyclave Apparition or Brutal Cathar // Moonrage Brute? I'll pass on this wannabe bat mobile.
Patch Up
Patch Up - 2.5 - A White Call of the Death-Dweller. In my opinion it is worse since you do not get the menace and deathtouch counter but it is still pretty good because you can get three 1-drops or even a 3-drop and two zero drops. Let's go Ornithopter!
Rabble Rousing
Rabble Rousing - 2.5 - A powerful card but being 5 mana is a lot and competes with so many other White cards. Super cool one for creature token decks of all sorts.
Sanctuary Warden
Sanctuary Warden - 2.5 - The Warden is powerful but suffers from the same thing the Kami dragons suffer from and that is Vanishing Verse. This one also gets hit by a big The Meathook Massacre. All that being said, you can gain value from it right away by removing a shield counter.

Top 5 White Cards

  1. Giada, Font of Hope
  2. Elspeth Resplendent
  3. Extraction Specialist
  4. Depopulate
  5. Illuminator Virtuoso

White got some sweet creatures, a wrath, and a planeswalkers. I feel like it is almost the same every set. I do really like Giada, she is going to be an absolute house if we have enough for an Angel deck. Excited to see where she ends up!

Now on to the Blue cards!

Blue

All-Seeing Arbiter
All-Seeing Arbiter - 2 - This is a cute finisher for control decks but it is a really bad one when you have Hullbreaker Horror already. Maybe after Horror rotates out of Standard.
Cut Your Losses
Cut Your Losses - 2 - A powerful one for commander but I would rather stick to Tasha's in a mill deck for Standard. The mill decks could play one of these but the facts that it never will kill your opponent by itself for 6 mana is rough.
Errant, Street Artist
Errant, Street Artist - 2.5 - Speaking of copy spells, with Galvanic Iteration, Errant is excellent when you want to copy your copies! The card also works really well with the sets mechanic, Casualty.
Even the Score
Even the Score - 2 - Sweet card against Brainstorm decks in older formats, but as far as Standard goes people are more likely to cast Memory Deluge then a draw three or four card.
Ledger Shredder
Ledger Shredder - 2.5 - I like this alternate take on Merfolk Looter. Cool way to get cards into your graveyard in case you want to reanimate. It also being a 1/3 means it can block against White weenie early.
A Little Chat
A Little Chat - 3 - Blue's Deadly Dispute, while you do not get the treasure token, you do get to look at more cards and find the card you need!
Make Disappear
Make Disappear - 3 - Quench saw play and so will Make Disappear, just a Quench with upside.
An Offer You Can't Refuse
An Offer You Can't Refuse - 1.5 - Swan Song but trade a 2/2 for two treasures. Just like Path to Exile, this card is scary to use early but better late game. Still, I am not a fan of this one, even in combo decks as giving your opponent more mana means they might have more ways to respond to your combo.
Out of the Way
Out of the Way - 2.5 - Very strong card against the Green based aggressive and midrange decks. It is a huge tempo swing against them, this will be a staple in Sideboards.
Reservoir Kraken
Reservoir Kraken - 3 - I am not usually a fan of cards like this, especially in Blue, but the draw backs here are not even that bad. This card seems great, especially since it can dodge Skyclave Apparition until turn five and it comes down way before The Meathook Massacre can kill it.
Slip Out the Back
Slip Out the Back - 3 - A different but better Dive Down. Sure, you can't use it aggressively, but it is such a powerful tool to protect your creature with. Seems awesome on something like Dreadhorde Arcanist in Historic.
Undercover Operative
Undercover Operative - 2 - Clone has not been good for a minute at 4 mana. Phantasmal Image, Phyrexian Metamorph and to a lesser degree, Spark Double saw play but I do not think Undercover Operative is good enough to be a tier one card in Standard.
Wiretapping
Wiretapping - 2 - Fun for commander but way too slow for Standard. You are better of just playing normal card draw spells.
Witness Protection
Witness Protection - 2 - This one seems great for Blue decks that have a hard time killing certain creatures. A decent Sideboard card if you aren't playing White or Black.

Top 5 Blue Cards

  1. A Little Chat
  2. Slip Out the Back
  3. Make Disappear
  4. Reservoir Kraken
  5. Ledger Shredder

Blue did not do as well as White but that's okay, especially since this is a three-color set and I believe Esper will be a tier one deck come new Standard. I am curious if Reservoir Kraken finds a home and if so, where.
