Everyone loves Panharmonicon effects, as doubling up on triggers is always a fun way to start to get really out of control in a game of Magic. Well, we've got a new trigger-doubler in Murders at Karlov Manor and it's one of the cheapest ones yet!
Delney, Streetwise Lookout gets you on the doubling train for only three mana, while also being a 2/2 creature herself so we can get into combat with the best of them. However, she will only double triggers from small creatures with power two or less, which means she has her limits, but limits are meant to be tested!

Humans in Historic are a logical choice for a Delney deck for a number of reasons.
First up is simply the triggers. Doubling up on Thalia's Lieutenant is always going to be awesome, as it's a very powerful card and one of the best reasons to be humans in the first place. Also important is cards like Luminarch Aspirant, which is obviously a great card but also good with Delney because you can get immediate value from Delney right away once you move to combat before your opponent has a chance to interact. The same is true for Esper Sentinel.
You've also got Collected Company and Inquisitor Captain to both help ensure you can find Delney as well as the pieces you want to go with it, but also to help make up for the potential tempo loss from playing a 2/2 on turn three.
Delney, Streetwise Lookout is a powerful card but it does certainly ask certain things of you, and this seems like a great way to go about them!
