Goblin Chainwhirler is redefining Standard, so it only makes sense that people would try to find ways to leverage the card in other formats. One might think that Modern would be an interesting home due to the high density of mana creatures and other one-toughness threats. However, some players are going a step further and skipping straight to Legacy:

The core of this deck hasn't changed in many years. Goblin Lackey, Goblin Matron, and Goblin Ringleader give you a powerful and consistent card advantage engine that most midrange decks can't keep up with. Warren Instigator has recently been making the rounds as a way to make the gameplan more explosive.
Gempalm Incinerator has long been the removal spell of choice, but with Deathrite Shaman making it so difficult for your Lackeys and Instigators to get in for damage, Tarfire and Stingscourger are on the rise. If you're consistently getting in with your Lackey effects, then you need a means of keeping your hand stocked. Enter Sensation Gorger, which does a fantastic job of helping you continue to hit land drops and dig towards key creatures.
Goblin Sharpshooter is an incredible answer to decks like Elves and Lingering Souls, and also helps to ensure that, if your opponent can break through your board, you'll get to deal them a ton of damage for each Sharpshooter you have on the battelfield.
The last two interesting cards here are the two Grenzos. Grenzo, Havoc Raiser is yet another way to ensure that your opponent's creatures need to get out of your way or that you can stay ahead on cards. Grenzo, Dungeon Warden is a great mana sink and answer to Terminus. It's honestly a little surprising that this deck wouldn't want some amount of Nykthos, Shrine to Nyx to play with Grenzo, Dungeon Warden, but perhaps that's a little too cute.
Goblins hasn't gotten a ton of interesting tools in the last couple of sets, but Goblin Chainwhirler teaming up with Goblin Sharpshooters can let you absolutely dominate creature decks. If you love the classic take on Goblins in Legacy, I'm not sure that the more controlling variant of Goblins is ever going to come back. That said, this is pretty close, and it's an explosive and exciting variation.
