MagicCon Amsterdam showcased a lot of upcoming releases and one of the exciting new things coming this year is a brand-new Mystery Booster set focused around the Commander format.
There was no clear release date for this product, however, they did showcase two cards from the set to look forward to.
Tolabow, Loch Rascal took the entire audience by storm with its brand new very controversial ability called Rulebreaker. This Mono-Blue Otter Commander allows you to completely bend the deck building rules of the format.
What is Rulebreaker?

Rulebreaker allows the player to run cards outside of the Commander's color identity. In this case, Tolabow gives you the opportunity to play Instant and Sorcery cards that are one color outside of Tolabow's identity.
For example, you can now play the very powerful Instant spell Growth Spiral with this Mono-Blue Commander without having a pregame conversation explaining that you decided to break the rules of the format.
You cannot, however, play a Bant Charm in your list with Tolabow because it has two other colors that are not of this Creature's color identity.
Tolabow also allows you to run all Basic Lands in your deck to cast these Instants and Sorceries that include other colors. Theoretically, you could play all five colors with a Commander that is only Blue in identity.
This Commander's game plan is very similar to a very famous Commander, Talrand, Sky Summoner, by creating Creatures whenever you cast an Instant or Sorcery spell. Tolabow creates 1/1 Otter tokens with Prowess instead of 2/2 Drakes with Flying.
It is very debatable which token is better for Commander play, but Talrand doesn't allow you to bend the rules and play unique spells in the 99 of your deck.
Why is this potentially controversial?
Back in October of 2025, the Commander Format Panel asked the community: What if we changed how hybrid mana worked in Commander?
This change would allow hybrid mana cards to be played in decks that included one of the hybrid colors in their Commander's identity. For example, Deathrite Shaman could be included in a Mono-Green or Mono-Black deck.
This stirred up a lot of people's opinions in the community and the large consensus was that if it isn't broken, don't fix it. The format has been this way for this long for a reason and it doesn't make sense to make a large change like this currently.
To many deck builders and brewers dismay, this stuck as the format made the announcement earlier this year that they are not considering changing the hybrid mana rule at this time.
Now, we have a fresh look at a card that in a way does a similar thing to the hybrid rule break with Tolabow, Loch Rascal.
It will be interesting to see over time how the community feels about these new Rulebreaker Commander cards as they are released, for now let's look at how to brew with Tolabow.
Decklist for Tolabow, Loch Rascal
Tolabow is focused on casting lots of Instants and Sorcery spells to create an army of Otter tokens. Once you cast some more spells during your turn to trigger their Prowess ability they can become formidable threats in combat.
Rulebreaker creates some really unique opportunities to play cards that wouldn't normally be allowed in this list. In fact, every color of Magic is represented in this decklist:

Let's dive into each of the Guild colors that this deck has access to and dissect what each brings to the Commander table.
Izzet Spells
Izzet (![]()
) cards are perfect for this type of strategy. Most cards are focused around casting multiple Instants and Sorceries in a turn, which is absolutely perfect. The Izzet cards included in this list help remove threats, dig for more cards to play, and have a few ways to finish the game.
Arcane Infusion and Expressive Iteration will make sure you have spells to cast. Arcane Infusion has the added benefit of having the keyword Flashback, allowing you to get two Tolabow triggers off of a single card.
Expressive Iteration is one of the most powerful cantrip spells in the game, allowing you to draw a card and then be able to cast another card until the end of turn.
Prismari Command and Electrolyze can be used as pieces of removal and some card draw. Flame of Anor and Izzet Charm fill similar roles as well but have a lot more modes to pick from.
Glacial Dragonhunt is from Tarkir: Dragonstorm that works as some card selection and doubles as a Lightning Bolt. The Harmonize ability can also be used from the graveyard and you can tap one of your large Prowess Otters to help cast it.
The fishers are some of the coolest parts of this Rulebreaker. Mono-Blue can struggle to win games if it is not through a combo like Leveler and Laboratory Maniac. Now you have the option to run some fun spellslinger cards.
Teleportal can be used to give Unblockable to a single Otter token, or be Overloaded to give your entire team Unblockable.
Corporeal Projection is very similar, but gives all of your Creatures Myriad, making a token of each Creature to attack each opponent. Dragonshift is another one of these types of cards that turns all your Creatures into 4/4 Flying Dragons.
Pumping up your entire team with these spells feels very similar to casting a Craterhoof Behemoth with a board full of Elves. Epic Experiment is another way to pump up your Creatures thanks to all the Otter tokens having Prowess.
Simic Spells
Simic (![]()
) will make sure the card draw never runs dry. This color combination is notorious for massive card draw as well as making sure you have more Lands in play than anyone else. You can rely heavily on Simic to make sure you can ramp in the early game.
Growth Spiral, Planar Genesis, and Eureka Moment act as card draw but will always put a Land into play as long as you have one. The more Lands you have the more spells you can play.
Lessons from Life and Embrace the Paradox make sure you also have extra cards in hand to not let that mana go to waste.
Auroral Procession acts as an Instant-speed Regrowth effect. Mono-Blue normally has no way to bring just any card back from the graveyard, but now it does thanks to the Rulebreaker ability.
Croaking Counterpart is a clone spell attached to a Sorcery. Creating a 1/1 Frog version of a Creature is not the most impactful play, but it will look cute next to all those Otters.
Golden Ratio is by far my favorite card in this list. It simply draws cards for each Creature you control with a different power when it resolves. Tolabow creates a 1/1 token with Prowess each time you cast an Instant or Sorcery.
Each token will be one power higher than the previous one that was just created during your turn thanks to the Prowess triggers. You could potentially draw a massive amount of cards off this single Simic spell if you time it right.
Biomass Mutation is another great finisher card you now would have access to. Since this card is an Instant, you can hold it up during combat after blockers are declared to get maximum value out of it.
Bring to Light works as a flexible tutor that also casts the card it finds for free. This could get a card draw spell to refill your hand or one of the many finisher spells in the deck.
Azorious & Dimir Spells
Azorious (![]()
) and Dimir (![]()
) share a spot on this list, because each of them only has one card in the list.
Unfortunately, neither of these colors have a lot to offer a deck focused on casting a lot of Instant and Sorcery cards. Dimir had a few nice removal and Counterspell-style options like Drown in the Loch, but they didn't help the overall gameplan of the deck.
The only Dimir card included here is Ringsight. Ringsight is a strange, often forgotten about tutor from Lord of the Rings. For ![]()

you can search your library for a card that shares a color with a Legendary Creature you control.
If you control Tolabow, your Commander, you can search for any card in your library, except for a Land.
Finisher cards are needed to win with this deck. It is very unlikely that a few Prowess Otter tokens will be enough to end the game on their own, they need a little boost. Ringsight makes sure you can find the perfect one that fits the situation.
The single Azorious spell has the potential to be a finisher, depending on your opponent's board state. Mirrorweave makes every Creature in play a copy of target Nonlegendary Creature in play until the end of turn.
You could turn all of your Otter tokens into something scary on your enemies side of the field after blocks are declared, dealing a ton of damage out of nowhere.
You may also find this card useful when your opponents attack you. Cast Mirrorweave targeting your 1/1 Otter token. All your Otter tokens trigger Prowess making them 2/2s. Block all the now 1/1 Otter tokens that are attacking you with your larger Otters to take down your opponent a peg or two.
Mirrorweave is such a cool combat trick that should see more play in Commander. Tolabow, Loch Rascale gives it a perfect home. The hybrid mana symbols also make it incredibly easy to cast since you don't even need any White mana to cast it.
Still in Blue
Don't forget all the usual Mono-Blue support cards. Archmage Emeritus, Poppet Stitcher, and Talrand, Sky Summoner all work perfectly here. Mister Fantastic, Reed Richards from the brand-new Marvel set will draw a lot of cards when teamed up with Tolabow.
Gale, Waterdeep Prodigy can make sure you get the most out of each spell by casting it twice. Baral, Chief of Compliance, Sapphire Medallion, and Case of the Ransacked Lab will help by reducing all of your Instant and Sorcery spells, making them easier to cast.
Even though this Commander offers a lot of new cards to be experimented with in this archetype, don't forget about the Blue classics.
Conclusion
If you enjoy splashing around with Otters and slinging lots of spells, Tolabow, Loch Rascal is the Commander for you.
There are lots of exciting cards waiting for us behind the Mystery Booster curtain, especially for us Commander players. You should look forward to seeing even more Rulebreakers from the set.
