Extended is the largest of the "Constructed" formats and is considered a much more complex format than the Standard format. It includes a much larger pool of cards and as such has a higher level of power in its decks frequently showing decks which can win in as little as five turns.

Extended does have a Banned list that specifically disallows these cards in its tournaments.
