A mechanic introduced in Scars of Mirrodin, it allows a player to add another counter to any number of permanents or players, so long as that permanent or player already has a counter of some sort.
Proliferate. (You choose any number of permanents and/or players with counters on them, then give each of them another counter of a kind already there.)
