The Most Popular Legendary Creatures of 2025

Magic has been increasing the number of legendary creatures printed each and every year. This year there were 479 brand new legends created that you can put in the Command Zone. That number is absolutely insane when you consider just how many decks you could have added to your collection in just one year's time.

Some legends stand above the others. This article will be breaking down which legends had the most decks built with them using data from EDHREC. Can you guess which legend from this year was the most popular without scrolling down? I was completely off on my guess.

10. Toph, the First Metalbender - 12,400

Toph, the First Metalbender

Toph, the First Metalbender is a really unique and flavorful design from the fresh Avatar release. This Commander allows you to "bend metal" by turning your artifacts into lands. This caused a lot of brewers to create multiple layered combos using this powerful earthbender. Toph is one of the most unique decks for the Naya shard and players are clearly excited about it. This Commander has only been out a matter of weeks and has made it onto the top 10 of this year!

9. Fire Lord Azula - 13,806

Fire Lord Azula

Fire Lord Azula is a powerful Grixis legend that doubles all sorts of spells. This talented firebender is wreaking havoc at a local game store near you. I personally put this deck together and can attest to the sheer power of doubling up on multiple spells a turn, especially in a Grixis shell. If you are looking for a fresh spin on spellslinging in this color combination take this legend for a test drive. Just be warned, this Commander can be explosive and may cause your opponents to target it heavily.

8. Hearthhull, the Worldseed - 14,430

Hearthhull, the Worldseed

This is the first precon Commander on the list and certainly not the last. I am surprised that Hearthhull, the Worldseed is this low on the totem pole. I can think of four players in my immediate group that have put this legend together and even more that have been enticed to build it. Hearthhull combines landfall and sacrifice strategies in a new way and packages itself in a very powerful preconstructed deck. If you have not seen a Hearthhull deck in person yet, you probably haven't played enough Magic this year.

7. Cloud, Ex-SOLDIER - 16,300

Cloud, Ex-SOLDIER

Final Fantasy was likely the most successful set of the year. It is not surprising that a lot of these popular Commanders are spawning from that release. Cloud, Ex-SOLDIER is an equipment focused legend that cheats equipment cost, draws cards, and creates treasure tokens. Cloud also has the haste keyword making him explosive the turn he comes into play. Cloud is one of the best Voltron Commanders from this past year and players love playing as many swords in their decks as humanly possible.

6. Sephiroth, Fabled SOLDIER - 16,836

Sephiroth, Fabled SOLDIER // Sephiroth, One-Winged Angel

Sephiroth, Fabled SOLDIER is from the main set of Final Fantasy. There was no precon full of cards, like Cloud, to help players find what to do with this legend, but that didn't stop them from building him. Sephiroth is possibly one of the most powerful cards of 2025. His ability to create emblems that function as Blood Artists is just outright insane. This Commander is low to the ground, draws cards, and has a win condition stapled to it as well. I have yet to play against this legend and I can't say I am disappointed about it.

5. Kefka, Court Mage - 17,018

Kefka, Court Mage // Kefka, Ruler of Ruin

Kefka, Court Mage made waves in the cEDH format this year. This clown tries to cut down your opponent's resources and build up your own. This character is pure evil in the Final Fantasy series and on the Commander table. Combine this legend with cards like Waste Not and Harmonic Prodigy and you will be swimming in extra cards.

4. Hashaton, Scarab's Fist - 19,076

Hashaton, Scarab's Fist

Hashaton, Scarab's Fist was the best Commander to come from the very lackluster Aetherdrift set that kicked off this year. Being able to drop a powerful creature into play for only two and a Blue is a great way to speed ahead of your opponents. This legend is also in perfect colors to play huge threats. Consecrated Sphinx, Nezahal, Primal Tide, and Elesh Norn, Grand Cenobite are some of the best top end pieces to cheat into play with Hashaton. Hashaton attempted to make some waves in cEDH and only managed to make a few splashes.

3. Teval, the Balanced Scale - 21,783

Teval, the Balanced Scale

Teval, the Balanced Scale is a Commander I haven't even read til I started writing this article. A 4/4 flyer that returns lands from your graveyard into play, fills your graveyard, and creates creature bodies seems like the complete package for this Sultai dragon. I am a huge fan of Tormod, the Desecrator which has a similar effect to Teval. Teval adds a little more to the Command zone by allowing you to splash in some land synergies to the graveyard synergy.

2. Vivi Ornitier - 22,410

Vivi Ornitier

Vivi Ornitier was recently banned in the Standard format. This powerful wizard generates mana and a pinging ability in one small creature. Combine Vivi with a Curiosity effect and you are storming off big time. Vivi Ornitier is an extremely powerful Commander that will entice Izzet mages for years to come.

1. Y'shtola Night's Blessed - 27,066

Y'shtola, Night's Blessed

Y'shtola, Night's Blessed takes the top spot on this list. A powerful Esper mage that creates card advantage for casting noncreature spells, Y'shtola is a perfect legend for a precon. She has a straightforward game plan that every player can pick up and grasp. Y'shtola works perfectly with cards like Curiosity just like Vivi creating even more card advantage. I was surprised to see that this was the Commander to take the top spot, but I have been told that Y'shtola is a beloved character from the Final Fantasy series competing with characters like Cloud and Sephiroth.
